The Spotsylvania County Board of Supervisors will vote Tuesday, Feb. 9, whether or not to take $23,750 from the county’s FY 2016 contingency budget to cover the cost of the baseball stadium analysis performed by Davenport & Company from January 12 through June 15, 2015.
Three employees with Davenport & Company, the county’s financial advisor, performed 98.5 hours of analysis. “The initial 16 hours of work are covered within the county’s annual retainer fee paid to Davenport & Company,” County Administrator Mark Taylor said in a memo to the Board of Supervisors. “However, as per contract with Davenport & Company, special projects such as the baseball analysis are billed at an agreed-upon per-hour cost, which equates to $23,750 for the remaining 82.5 hours of analysis.”
This came as a surprise to some supervisors, who said they thought the cost of the study was covered in the county’s $36,900 retainer fee to Davenport.
If the board votes not to accept the staff recommendation to use the contingency budget to cover the cost of the baseball stadium analysis, “funding will need to be transferred from another account, which will impact our ability to complete the tasks for which the funding was originally approved,” Taylor said.
According to published reports, Hagerstown Suns majority owner Bruce Quinn never responded to a July 14, 2015, request by the Board of Supervisors to continue negotiations after they failed to vote on his last offer. The deadline for that offer was the end of that month.
