18 arrested in Caroline drug bust

Caroline County Sheriff, Scott Moser, announces 18 arrests as a result of an undercover drug operation coordinated by members of the CCSO Narcotics Investigations Division and assisted by members of the Virginia State Police Tri-County Task Force, the Town of Bowling Green Police Department, and the U.S. Marshal Fugitive Task Force, Richmond.
During this operation, Caroline Sheriff’s Office narcotics investigators conducted over 35 undercover purchases of fentanyl, heroin, methamphetamine, and cocaine, resulting in the seizure of more than $25,000.00 worth of dangerous drugs.
Sheriff Scott Moser stated, “I am very proud of the men and women of the Caroline Sheriff’s Office and their dedication to public safety. I am also
very thankful for the assistance from our partner law enforcement agencies. Fentanyl, and other dangerous drugs have devastating effects on families and communities. In 2022, 1,951 lives were lost in the Commonwealth of Virginia from fentanyl alone. Due to the high numbers of overdose deaths being seen throughout the country, the enforcement of illegal drug distribution is more important now than ever. Drug enforcement is far more than arresting drug dealers, it is about saving lives. The Caroline County Sheriff’s Office, together with our citizens and communities who continue to provide information and assist investigations, will remain vigilant in our efforts to stop illegal drug distribution in Caroline County. Together, we can save lives.”
Arrested as a result of this operation:
1. 44 year-old Lorenzo Warren Freeman of Bowling Green, VA, charged with several counts of distribution of cocaine
2. 40 year-old Sherenda Elaine Stevens, of Doswell, VA, charged with several counts of distribution of cocaine
3. 26 year-old Cortrez Vershawn Carroll of Ruther Glen, VA, charged with several counts of distribution of fentanyl.
4. 22 year-old James Vincent Croal, of Fredericksburg, VA, charged with distribution of fentanyl, possessing fentanyl with the intent to distribute and possession of fentanyl.
5. 26 year-old Dionte Malik Howard, of Ruther Glen, VA, charged with distribution of eutylone.
6. 64 year-old Joyce Elaine Flippin, of Ruther Glen, VA, charged with several counts of distribution of methamphetamine.
7. 65 year-old Terrence Gerard Tompson, of Ruther Glen, VA, charged with distribution of methamphetamine.
8. 65 year-old Roy Edward Harrison, of Ruther Glen, VA, charged with conspiracy to distribute methamphetamine.
9. 20 year-old Austin Christopher Wilkins, of Ruther Glen, VA, charged with distribution of methamphetamine.
10. 51 year-old Melissa Lynn Maddox, of Woodford, VA, charged with distribution of methamphetamine.
11. 55 year-old Michael William Maddox, of Woodford, VA, charged with 2 Counts of distribution of cocaine, and 1 count of distribution of methamphetamine.
12. 45 year-old Harry Lee Anderson, of Doswell, VA, charged with several counts of distribution of cocaine.
13. 55 year-old Ryan Keith Armstead, of Woodford, VA, charged with several counts of distribution of cocaine.
14. 45 year-old Tara Louann Liles, of Woodford, VA, charged with distribution of cocaine and conspiracy to distribute cocaine.
15. 52 year-old Spencer Tracey Foxx, of Woodford, VA, charged with 2 counts of distribution of cocaine.
16. 48 year-old Kevin Jerome Smith Sr, of Woodford, VA, charged with distribution of cocaine.
17. 22 year-old Kevin Jerome Smith Jr, of Woodford, VA, charged with distribution of cocaine.
18. 22 year-old Alyssa Kay Strain, of Fredericksburg, VA, charged with conspiracy to distribute fentanyl, distribution of fentanyl, and possession of fentanyl.
At the time of Dionte Malik Howard’s arrest, he was also found to be wanted by the Town of Bowling Green Police Department for unauthorized use of a motor vehicle, abduction, grand larceny, brandishing a firearm, and reckless handling of a firearm.  At the time of Michael Maddox’s arrest, he was also found to be wanted by the Spotsylvania County Sheriff’s Office for involuntary manslaughter and driving under the influence. Those outstanding warrants were served by members of the Caroline Sheriff’s Office.
