Stolen firearm seized during City traffic stop

Fredericksburg Police say late Tuesday night Officer Sheffield and Officer Garrant pulled over a vehicle in the 3400 block of Fall Hill Avenue for a traffic violation. While performing the stop, Officer Garrant saw one of the passengers reach under his leg and pull out a firearm. Officer Garrant immediately drew his service weapon and commanded the occupants to show their hands. The occupants complied and exited the vehicle one by one.

The passenger who reached for the gun under his leg was identified as 26 year old Quamel Hawkins of Fredericksburg. Officers seized the loaded 9mm Glock from Hawkins’ possession. While searching the vehicle, Officers found another handgun that was stolen from Spotsylvania County, approximately $500 in cash, and marijuana.

The driver of the vehicle was identified as 23-year-old Jaquan Mincy of Spotsylvania. He was charged with possession of a stolen firearm and possession of marijuana with intent to distribute. Hawkins was charged with carrying a concealed weapon without a permit. Both suspects are being held at the Rappahannock Regional Jail.
