The meeting was originally scheduled for Monday at 5:30 p.m. at Caroline High School. While it will begin at that time, after approval of the agenda, the board will go into recess until Wednesday so that members and school officials can support the CHS softball team in the Class 4 state quarterfinals. A major unresolved issue remains from a joint meeting with the board of supervisors two weeks ago. School Board Chair Calvin Taylor gave a non-binding oral commitment to the board of supervisors to vote to permit four to six classrooms and a gymnasium to be added to Bowling Green Elementary School, and to add on to Madison Elementary. In return, the supervisors agreed to permit the school board to use $994,607 in leftover funds from 2024 to pay for trailers at BGE.

The supervisors drafted a Memorandum of Understanding (MOU) with the school board to permit renovations to Bowling Green Elementary School and to add Madison Elementary to an existing Request For Proposal (RFP). The MOU states that the supervisors will appropriate $994,607 to the schools to purchase trailers for BGE; add Madison to the RFP; and add four to six classrooms and a gymnasium to BGE “with the expectation that the School Board will approve such action at its next meeting.”

The Thurman Brisben Center’s relationship with the city — and its role in aiding the area’s unhoused population — has been a flashpoint for months, with City Council electing during budget season to re-allocate funds that previously went to the shelter to organizations such as LoisAnn’s Hope House and Empower House. The evolving dynamic will come up again as part of an update from the Continuum of Care, the federally-mandated network of community organizations working to end homelessness in the region… A week after the Stafford County Board of Supervisors formally endorsed “Option C” for a new Rappahannock River crossing, City Council will discuss its own preference during a work session.

The planning commission will hold a public hearing on Gibson Solar, while the board of supervisors tentatively scheduled a public hearing on the proposed facility for July 15. The application for Gibson states: The project will be a dual-use sheep grazing operation and solar electric generation facility consisting of a series of separately fenced fields of ground-mounted solar panels connected by buried cables to a new point of interconnection on one of the county’s primary transmission lines. The project will not require any upgrades to the transmission line. The project will generate electricity with virtually no light, noise, odor, dust or traffic, and it will not produce any air pollution, water pollution or waste, or use any pipelines or fuel.

The board will vote on policy BDDC-R which is the format of the agenda. Currently the board goes into closed session early in the meeting, after the approval and adoption of the agenda. Certification of the closed meeting and action items from the session follow. The proposed change will move closed session to the end of the meeting. After certification of the session and action items, the meeting will be adjourned.

County staff is seeking board approval of 2026 revenue sharing and commitment to funding applications to the Virginia Department of Transportation. Revenue sharing is a major VDOT program that provides more than $200 million statewide for transportation projects every two years. Localities can apply for up to $20 million in projects with a 50% required local match, so that the maximum amount of state funding available is $10 million.
Staff recommends applications for the widening of State Route 17 from Cosner Drive to Massaponax Church Road; improvements to Harrison Road in two phases; Trench widening projects on Brock Road, River Road and Orange Plank Road; improvements to the intersection of State Route 208 and Leavells Road; and the improvements to the intersection of Monrovia and Stubbs Bridge roads.

Stafford County

School Board work session/meeting, Tuesday, 10 a.m./7 p.m.

The School Board will get a presentation from the committee tasked with exploring what to name the sixth high school and what its mascot and colors should be. The committee’s primary recommendation would be to call the school Falls Run High School, with mascot the falcons and colors black, gold and silver. The alternate recommendations are Hartwood High School, the stallions and also black, gold and silver.

The commission will hold a public hearing on the Cranes Corner project, which would require a rezoning for the development of up to 900,00 square feet of data center buildings. It also will hold a public hearing on a related request to build an electric substation that would serve the data centers. In addition, the commission will hold another hearing on changes to the already-approved Potomac Church Tech Center data center campus.
