The expansion of Fredericksburg’s wastewater treatment plant, which City Manager Tim Baroody has described as the biggest project in the city’s history, faces a key vote when councilors decide whether to approve a comprehensive agreement with Ulliman Schutte Construction. The project carries a whopping price tag of nearly $170 million, but a significant percentage will be funded by the American Rescue Plan Act and the Water Quality Improvement Fund through the Virginia Department of Environmental Quality.

The proposed rezoning of 34.7 acres currently zoned R2 residential to 9.5 commercial highway and 25.2 planned development-residential is geared toward a mixed-use development that hopes to include as a tenant “a small specialty grocer that will has [sic] a regional draw.” According to an attached memo, the property would be limited to 16,000 square feet of grocery store use, the approximate size of a Trader Joe’s. The rezoning would also permit construction of 240 single-family homes and 365 multifamily units.

School board special called meeting, Monday, 6 p.m.

  • Reclassification  of up to 85 teaching positions to interim teachers for one fiscal year (consent agenda)
  • Superintendent’s evaluation (closed session)

During closed session of this special meeting, the board will evaluate Superintendent Clint Mitchell, whose tenure began Aug. 1, 2024. Mitchell, a native of St. Lucia, was a longtime educator in Northern Virginia before becoming the superintendent of Colonial Beach Public Schools. His tenure in Spotsylvania has been eventful, as he’s helped establish a working relationship with the county administration and board of supervisors. He’s also pushed for weapons detection systems in schools, alleged that he’s received racist taunts from community members and had to answer questions about employees charged with criminal conduct.

  • Discussion of awarding a contract for the new Hartwood Elementary School

The School Board is scheduled to discuss awarding a $3 million contract to Samaha Associates, P.C., for architectural/engineering design services for the new Hartwood Elementary School that will be built in the Westlake development.
