A total of 140.38 acres, previously rezoned in 1995 for Good Earth Horticulture, is under consideration for a special exception permit for applicant Ladysmith Data Hub (LDH) to construct a phased data center campus. The property is located at 18577 Green Road, west of Interstate 95, in the Mattaponi District. In Caroline’s 2030 Comprehensive Plan, the parcel is designated as Light Industrial within the Ladysmith Growth Area. Good Earth Horticulture is requesting the removal of existing proffers or those related to a horticulture facility, to be replaced by proffers related to a phased data center campus and supporting accessory uses.
