The commission will consider regulations for family subdivisions. Some of the potential provisions include standards of construction for the access easement to new parcels; increasing the length of time a parcel must be held before it can be transferred; introducing a minimum period of ownership before family subdivisions are permitted; requiring a restrictive covenant be placed on the new parcel that prohibits its transfer; clarifying the language of the ordinance that the limitations of transfer apply to the original grantor of the parcels and requiring the minimum lot size to conform to the minimum of the district for which it is proposed.

Last month, the city’s planning commission voted unanimously to recommend disapproval of a data center project on land known as the Hylton tract. That recommendation stemmed largely from the commissioners’ determination that none of the potential locations for a substation were consistent with the city’s comprehensive plan. Developer Penzance has appealed the decision, and City Council will vote on whether to extend that appeal period until at least December… Ward 2 councilor Jon Gerlach plans to reintroduce an initiative to create neighborhood conservation districts in areas beyond historic downtown. According to Gerlach, 215 residents have signed a petition calling on city council to draft an ordinance creating conservation districts.

Applicant Medical Arts Building FXBG, LLC is requesting a density of 29.29 units per acre for a conversion of the Medical Arts Building. The former office building is designated as a character structure in the city’s creative maker district. On-site parking is a potential issue with the project.

School board work session, Monday, 5:30 p.m.

School division staff is recommending Paul Dotto serve another term as a citizen representative on the Local Finance Board. If approved on the consent agenda, Dotto’s next term will be two years, beginning Sept. 1 and ending Aug. 31, 2027.  Dotto is a current member of the board. Virginia code states the Local Finance Board should consist of the chief administrator of the entity, the chief financial officer and at least one additional resident of the Commonwealth with “proven integrity, business ability and demonstrated experience in cash management and investments.” The board could choose to advertise and seek applications from county residents or it can reappoint Dotto, who expressed interest in another term. The board meets four times per year to review the investment results pertaining to the school division’s Other Post-Employment Benefits (OPEB) Trust. The school division’s trust is valued at $18.7 million dollars.

Board of supervisors meeting, Tuesday, 5 p.m. 

  • Public hearing on Hunters Ridge South

After a public hearing, the board will consider a rezoning application for the Hunters Ridge South data center campus. The planning commission recommended approval of the project earlier this month by a 5-0 vote. The applicant is requesting a rezoning of 73 acres from Rural and Mixed-Use Low 4 to Industrial 2 with proffers for the development of a maximum 2.2 million-square-foot data center campus. The properties are located at the southern end of Cosner Drive in the Berkeley and Lee Hill voting districts.

Stafford County

Board of Supervisors work session, Tuesday, 5 p.m.

The main item on the agenda again this week is a package of new proposed regulations for data centers, including increasing the space required between data center buildings and residential property lines. The supervisors voted 4-3 last week to continue discussion of the matter at this meeting.

School board work session/meeting, Tuesday, 5/7 p.m.

The School Board is scheduled to talk about naming, mascots and colors for its three new schools: the county’s sixth high school and its 18th and 19th elementary schools. A vote is likely on the sixth high school, while recommendations will be presented for the elementaries.
