Division staff is recommending the school board waives the first reading on a request of reversion funds from the FY25 budget and move forward with “villas” or trailers at Lewis & Clark Elementary School to ease overcrowding. The division added trailers to Bowling Green Elementary School that became operational earlier this school year. The plan is to move forward with trailers at LCES for the 2026-27 school year.

A memo from the county notes that the federal government shutdown stopped the flow of Supplemental Nutrition Assistance Program (SNAP) benefits to recipients throughout the Commonwealth of Virginia. The Virginia Department of Social Services is using state dollars to provide a parallel program of assistance, Virginia Emergency Nutritional Assistance or VENA, in the month of November. VENA will provide a weekly benefit based on the household’s monthly SNAP benefit divided into a weekly amount. After November it is unclear where — if anywhere — food assistance will come from if the government shutdown continues. As an emergency backstop, the Fredericksburg Regional Food Bank and its network of community partner pantries agreed to provide a contingency safety net for those who will not have SNAP benefits. Caroline is contributing $21,400 to the regional food bank’s efforts. According to the memo, this is equal to 10% of the total $214,080 needed to fund this emergency effort in the month of November.

The planning commission will revisit the 180-page traffic study, which notably proposes converting stretches of Caroline and William Streets to two-way traffic. During Wednesday’s meeting, commissioners will discuss on granular details such as lane width and emergency access and big-picture considerations like timing and phasing. Then, from 5:30-7:30 p.m. on Thursday, city officials will hold a community meeting at the Fredericksburg Visitor Center to present final changes and allow for additional public input on the plan… Commissioners will continue to look at the Small Area 8 plan, which includes South Dixon Street and Mayfield neighborhoods.

Last November the board of supervisors initiated amendments of the county code for Agricultural District regulations, and directed staff to prepare amendments for consideration by the planning commission and the board of supervisors. In February, the board appointed seven citizens to a Zoning Ordinance Text Amendment Committee (ZOTAC) charged with developing scenarios regarding future growth within the agricultural zoning districts. The ZOTAC met six times over two months, and their recommendations were shared with the supervisors in May. The supervisors made their final recommendation for amendments to bring to the planning commission. The planning commission and board of supervisors held a joint meeting to discuss the amendments in September. On Thursday, the planning commission is holding a public hearing on the proposed amendments and will forward its recommendation to the board of supervisors.

Director of School Safety Jeremy Siefker will present his discipline report for Aug. 11-Sept. 30. According to information from the district, there were 963 disciplinary issues related to school operations in that timeframe. There was a total of 454 incidents that impeded academic progress, 384 that caused safety concerns, and 182 that endangered oneself or others.

Stafford County

The commission will hold a public hearing on Stafford County Fire and Rescue Station No. 8, on eight acres on the north side of Mountain View Road. The 20,588-square-foot facility is designed to enhance emergency response coverage in the western part of the county.
