Caroline hires Bullock to lead parks and recreation department

The Caroline County Board of Supervisors announced Monday that it is appointing Justin Bullock as director of the parks and recreation department.

Bullock, a Louisa County native, will replace Donnell Howard, who retired recently after serving in the position for 36 years. Bullock is coming to Caroline from Greene County, where he was the parks and recreation director since 2021. He previously served as the recreation supervisor for the Louisa Department of Parks and Recreation and Tourism.

He was also the supervisor of sports and fitness for the City of Fredericksburg Parks and Recreation Department.

Bullock earned a bachelor’s degree in recreation and tourism studies from Old Dominion University and a masters in public policy/public administration from Liberty University. He is a Certified Parks and Recreation Professional through the National Recreation and Parks Association and current member of the Virginia Recreation and Parks Society Board of Directors, where he served as president in 2024.

“I am humbled and excited to be named the next director of Caroline Parks and Recreation,” Bullock said. “I look forward to leading with a focus on integrity, accountability, inclusion and service.”

Bullock’s tenure will begin March 9.

County Administrator Charles Culley said Caroline officials are eager to add Bullock to the “local government management team.”

“We look forward to the contributions he will make, and the energy, ideas and innovation he will bring to take parks and recreation to the next level in Caroline County,” Culley said.
