Rappahannock Electric Cooperative is requesting an amendment to approved proffered conditions and four special exception requests for the development of a corporate campus consisting of approximately 60.5 acres. The properties are located at the northeast quadrant of U.S. Route 1 and Rogers Clark Boulevard in the Carmel Church area. The board will conduct two public hearings, one for the rezoning request and one collective public hearing for the four special exception requests. There will be five separate motions and actions. The planning commission recommended approving the project. REC is looking to close its Bowling Green office after the move, but its Fredericksburg office will remain open.

The planning commission’s agenda is light at its Thursday meeting. But the commission will consider two text amendments. Axis Land Survey, Inc. is petitioning the county regarding the desire of a property owner to operate a thrift store and add this use to the Rural Preservation zoning district. The subject property is located along U.S. Route 1 within the Port Royal voting district and once contained a commercial use that was preexisting at the time of adoption of the zoning ordinance. The other text amendment involves a petition from Patriot Homes regarding a desire to add a use to the Business District that would permit the retail display and sales of new manufactured and modular homes. The property is located along U.S. Route 1 within the Mattaponi voting district.

Following last week’s budget work session, city council will continue its conversation about the property tax rate for the FY27 budget. City manager Tim Baroody’s recommended budget calls for a four-cent increase per $100 of assessed value — up to 84 cents — as well as a one-cent increase in the fire levy. Once council votes to advertise a rate, it can only be lowered. The discussion will also include an update on recent developments in the General Assembly that could affect the budget. A public hearing on the budget is set for April 21.

The committee will highlight CTE accomplishments and initiatives in the past year, including a career undertone in all sophomore English classes, monthly CTEats stakeholder dinners, a new Career Accelerator grant from Goodwill International to help seniors successfully enter trades, and a VA Star program after-school club that repairs laptops damaged in the North Carolina floods. Also, a new lifestyle fair was held at King George Middle School to match student assessment results with careers that align with their strengths.

Chief Financial Officer Phillip Trayer will provide an update on the fiscal year 2027 budget. The total budget amount approved by the school board is $547.6 million. There is a $5.8 million shortfall in local funding from the board of supervisors.

The board will conduct a public hearing and take action on a resolution authorizing the acquisition by condemnation of 702 square feet in public utility easement and 278 square feet in temporary construction easement on portions of a parcel of land along Massaponax Church Road. The purpose of the condemnation is to construct, improve, maintain, operate and repair waterline facilities and improvements for the Massaponax Church Road Waterline project. The county wants to enter the property and initiate construction before the conclusion of the condemnation proceeding. County staff notes in a memo to the board that they attempted to negotiate “in good faith” with the landowner but was unable to reach an agreement. They said it’s now necessary to enter the property to install the facilities and improvements prior to the completion of condemnation proceedings. If the resolution is adopted, the county will file a Certificate of Take with Spotsylvania Circuit Court to obtain the property.

The board of supervisors will hear from the public regarding County Administrator Ed Petrovich’s budget, real estate and other tax rates, and FY27-31 CIP. The hearings will be held in the Courtland High School auditorium. Petrovich recommended a real estate tax rate of 77 cents per $100 of assessed value, which is the same numerically as last year, but represents an 8-cent tax increase when taking property reassessments into consideration.

The supervisors will discuss a handful of items at Tuesday’s meeting, including talking more about state legislation that would expand collective bargaining rights for public sector workers. Bills that would do this are on Gov. Abigail Spanberger’s desk, awaiting her signature, veto or proposed amendments.

The commission will hold public hearings on the Buc-ee’s convenience store proposed for central Stafford. The project is the most controversial land-use proposal in the county right now that’s not a data center, and the planning staff is recommending denial of the project. Commissioners deferred discussion on the matter in October. They also will hold public hearings on the proposed Market at Austin Ridge development, which could include a variety of retail and commercial uses. Discussion on the issue was deferred last month.
