The resolution celebrates the placement of an informational sign on the courthouse lawn in conjunction with the recent acceptance of the Caroline County Historic Courthouse Campus into the U.S. Civil Rights Trail.

The first two measures passed unanimously, while water and sewer rates passed by a 6-1 vote two weeks ago… According to a memo, the average water bill will go up $2 per month, while the average sewer bill will increase by $4 per month.

The list includes the Davis Hill Development/Daisy Lane Solar application for a special exception permit for a medium scale solar facility. The planning commission recommended approval for the project. The board of supervisors held a public hearing last June 3 and deferred cation. Also, the rezoning and future boundary line adjustment for Fowler Hauling and Home Delivery is awaiting a re-submitted application from the applicant.

The board will listen to the first reading of proposed revisions to Policy BDDH regarding public comments. The new policy would allow the board clerk to request identification to confirm the speaker’s eligibility to speak during the public comment section of school board meetings. The policy will require speakers to be residents or taxpayers of Spotsylvania County, including parents or guardians of students, current students, employees or retirees of the school division, or business owners in the county. Speakers also will not be permitted to play audio or video recordings during their allotted time to speak unless the recording was approved by the board clerk three days in advance of the meeting to allow the board time to review it.

The board will listen to a presentation from county staff regarding House Bill 153: Data center-related mandates and options. The bill instructs localities to require an applicant to perform and submit a site assessment to examine the sound profile of a high energy use facility (HEUF) on residential units and schools located within 500 feet of the HEUF property line. The county also must require the electric utility providing retail service to the new HEUF to submit to the locality a form describing new or existing substations that will be used to serve the HEUF and the anticipated transmission voltage that will be required.
