State Sen. Tara Durant (R-Stafford) and Del. Joshua Cole (D-Fredericksburg) will join councilors during their work session to discuss legislative priorities for the upcoming General Assembly session… Later in the evening, city council is slated to vote on amending the city code to establish a traffic signal enforcement program: in other words, red light cameras. They will then consider whether to put grant funds toward seven cameras at an estimated cost of $268,716 per year, with the program potentially starting on March 1, 2026. In September, the city police department identified two intersections — Blue & Gray Parkway and Lafayette Boulevard and Plank Road and Carl D. Silver Parkway — as a starting point for enforcement.

The school division has $22.8 million of projects in the 2026-27 Capital Improvement Plan (CIP). That sum is made up of urgent requests for the Vocational Tech Center ($18.9 million), school buses ($650,000), a metal roof and parking lot repairs at Potomac Elementary ($900,000), and air handlers at King George Elementary ($475,000), among other projects.

The board of supervisors voted 5-0 to approve the Caledon Solar project at its first meeting of the month. The vote came after the planning commission voted 4-1 to recommend denial of the project, which will be constructed on land owned by County Attorney Richard Stuart. Now that the board granted the special exception request for the utility scale solar project, it now must approve a siting agreement.

The school board is looking to set in motion a budget that will take another step toward closing the gap in local funding from the board of supervisors. The board entered the FY26 budget cycle earlier this year with a shortfall of more than $46 million. The board of supervisors granted the division $11.7 million toward narrowing the gap. Superintendent Clint Mitchell said it could be as many as three years before the school division is fully funded using an incremental approach to addressing the gap.

The Cosner East applicant, Main Street Development, is seeking approval to rezone one 3.44-acre parcel from Commercial 3 to Mixed-Use 4 with proffers for the development of 50 multi-family units and up to 15,000 square feet of non-residential uses. The property is located on the east side of Hospital Boulevard at the intersection of Spotsylvania Parkway. The planning commission recommended approval of the project by a 4-2 vote following a public hearing on July 16. County staff also recommends approval.

The applicants, RSSJ Associates and Patriot Crossing, LLC, are requesting to rezone approximately 47.7 acres from Rural to Planned Development Housing 4 and 16.9 acres from Rural to Commercial 3 Highway with proffers for the development of 77 single-family attached units, 101 single-family detached units and no more than 108,000 square feet of commercial space. The project would be located on the west side of Patriot Highway (U.S. Route 1) at its intersection with Guinea Station Road (State Route 607). Staff recommends approval of the project with a revision to transportation proffers.

Stafford County

Board of Supervisors meeting, Tuesday, 5 p.m.

The supervisors will take up two matters related to history. First, they will talk about the lease of a property near Aquia Landing by the Patawomeck Indian Tribe, which became a de facto discussion of the tribe’s legitimacy when it came up in May. The supervisors also will hold a public hearing on the rehabbing of a historic structure known as the Counting House.
