School officials will present the fiscal year 2027-31 Capital Improvement Plan (CIP), which consists of 89 projects totaling $161.9 million. The FY27 CIP includes 35 projects totaling $97.1 million. The top priorities include Americans with Disabilities access to the athletic fields at Caroline Middle School, building maintenance to meet Indoor Air Quality standards, elevator modernization at the middle school and high school, eight replacement school buses, and auditorium seating at the middle school, among other projects.

  • Public hearings to amend the county zoning ordinance

County staff is bringing forward for public hearing companion cases for proposed amendments to the zoning ordinance to bring it into compliance with changes to Virginia code that went into effect on July 1.  Although the items were advertised separately there will be a single presentation covering both amendments. Each amendment will require a separate vote by the Board. The mandated amendments include changes to the review and approval of development plans and plats.

Fredericksburg

City council work session/regular meeting, Tuesday, 5/7:30 p.m.

When city council assembled its Fiscal Year 2026 budget, it held back $6 million in appropriations in the event of a “localized depression.” That never materialized, however, and on Tuesday, the body will hold a public hearing before voting on whether to release those funds… City council will also issue proclamations recognizing the service of Sheriff Scott Foster and Police Chief Brian Layton, who are retiring, as well as outgoing councilors Jason Graham (Ward 1) and Jon Gerlach (Ward 2)… During a work session earlier in the evening, council will discuss homelessness initiatives with regional partners.

Planning commission meeting, Wednesday, 6:30 p.m.

This past July, the planning commission unanimously voted to recommend disapproval of a data center on the so-called Hylton Tract near Gateway Boulevard. The applicant, 1500 Gateway LLC., filed an appeal disputing the commission’s finding that the substation location was not in compliance with the city’s Comprehensive Plan. On Aug. 1, the applicant asked that the appeal be continued until Dec. 9. When that extension wasn’t granted, the applicant withdrew the appeal and opted to return to the Planning Commission for a new public hearing.

  • Public hearing on Powhatan Road Solar Farm

Representatives from Powhatan Road Solar Farm and property owner Larry Carr Jr. applied for a special exception permit to construct a medium scale solar energy facility on approximately 24 acres zoned Agricultural-1. The property is located at 8375 Powhatan Road. After this public hearing, the board of supervisors are tentatively scheduled to hold a public hearing on Jan. 20, 2026. The project is set to encompass 24 out of 158 total acres.

Spotsylvania County

School board meeting, Monday, 5:30 p.m. 

  • Second reading of board policy on the annual organizational meeting
  • Second reading of board policy on telework

The board is amending its telework policy to note that it may be approved on a case-by-case basis when requested by an employee and approved by the superintendent and/or cabinet-level chiefs. The policy will note that telework is not an entitlement, right, or division-wide benefit and may be discontinued at any time based on operational needs. It also notes that when one employee is allowed to telework, that does not establish a precedent for others.

The county planning commission met last week and voted 4-2 to recommend a 300-foot buffer and 400-foot setbacks for data center development in the county. The supervisors will hold a public hearing Tuesday to vote on accepting those recommendations for data center design standards.

Stafford County

School Board work session/meeting, Tuesday, 5/7 p.m.

  • Update on Dominion Energy’s Kraken Loop project
  • Introduction of the 2026 student representatives to the board

Dominion Energy officials will meet with School Board members during the work session to talk about the impacts of the new Kraken Loop transmission-line project on county schools. Stafford’s Board of Supervisors voted last week to express its desire that the project be buried instead of built above ground. Next year’s student representatives to the School Board also will be introduced. A change in that program is that there will be two student reps instead of the previous rep and alternate.

The commission will hold a public hearing on the county’s new water utilities plan, which includes the introduction of a reclaimed water system that will serve data centers and certain other sites. The system will use water that is cleaned enough to cool data centers but not treated enough to be drinkable.
