The Rappahannock Emergency Medical Services Council (REMS) announced Monday that its board of directors president has been sworn in to the Virginia State Board of Health.

Kevin Dillard brings 37 years of dedicated service to REMS and an exceptional record of leadership in Virginia’s emergency medical services and public safety community, an announcement of the appointment said.

The move recognizes a career marked by innovation, advocacy and steadfast commitment to protecting the health and safety of Virginians, the announcement said.

In addition to his role at REMS, Dillard serves as a Life Member of the Virginia Association of First Responders, where he chairs the Symposium Committee and Hall of Fame Committee. He previously served as chairman of the Governor’s EMS Advisory Board, providing strategic guidance on emergency medical services policy and system development across the state.

The State Board of Health oversees critical functions, including environmental-health regulations, medical care services standards, public health education initiatives, disease-prevention programs, and emergency-response coordination. The board also advises the governor and General Assembly on health policy development and resource allocation.

Dillard’s background in EMS leadership and public health policy positions him to make significant contributions to the board’s mission of protecting and improving the health of all Virginians, the announcement said.

REMS serves an eight-county region, it said, coordinating emergency medical services, training and public health initiatives to ensure the highest quality care for residents and visitors.
