The school division is getting its FY27 budget process rolling. The board will hold a public hearing at this meeting, allowing for stakeholder input on the upcoming budget. The next steps will be when school officials present the proposed budget to the school board on Feb. 9; there will be a school board presentation to the board of supervisors on Feb. 10, followed by a joint meeting between the two boards on an undetermined date in February. The county administrator will present his budget to the supervisors on March 10 and the county will hold a public hearing on its overall budget on April 7.

The school board is requesting FY25 reversion funds from the board of supervisors for the purpose of establishing “learning cottages” or trailers at Lewis & Clark Elementary School. The board of supervisors provided reversion funds earlier this year so that the school division could add trailers to Bowling Green Elementary, which, along with Lewis & Clark, experienced overcrowding. The board of supervisors will meet after the joint meeting, and will elect a chair and vice chair for this year.

In its first meeting of the year, the school board will elect leadership, appoint a clerk and deputy clerk and make appointments to the school board disciplinary committee… Two new members, Andy Wolfenbarger and Annie Langdon, as well as two who were re-elected (Ward 2’s Katie Pomeroy and Ward 4’s Malvina Rollins-Kay), will also join the board. Wolfenbarger and Kay took the oath of office last week, while Langdon and Pomeroy are slated to be sworn in on Monday.

The agenda is relatively light for Tuesday’s meeting, but the council will vote for a second time on releasing $6 million in funds appropriated for the FY2026 budget. Newly reelected vice mayor Chuck Frye will also present two initiatives, a gun giveback program and “murder-free Fredericksburg.”

In its first meeting of the new year, the planning commission will review a memo outlining its findings about a proposed data center off Gateway Boulevard. In December, the commission voted unanimously to recommend denying the application as part of a code-based “2232 review.”

FAMPO, a regional transportation planning body, will continue to discuss the proposal to put a new road and bridge over the Rappahannock River. Specifically at this meeting, committee members will talk about a possible update to the plan to create an additional crossing that would stretch to State Route 3 in Spotsylvania County.

The commission will hold a public hearing on a block length exception request proposed by Eagle Bay Subdivision. County Administrator Matthew Smolnik will also present the 2027-30 Capital Improvement Plan and there will be continued discussion on alternative models for county-based land conservation.

The school board will debut a new look in the new year. Rich Lieberman will represent the Lee Hill District, replacing Lisa Phelps. Larry DiBella will be in the Berkeley District seat instead of April Gillespie. Jennifer Craig-Ford is replacing Nicole Cole in the Battlefield District. Cole is now a state delegate, representing the 66th District, while Gillespie and Phelps did not seek re-election. There will also be a student representative on the board.

The board approved data center design standards at its final meeting of 2025. But with board members Lori Hayes, Jacob Lane and Chris Yakabouski in the minority at the time, they were outnumbered when it came to support of a special use permit (SUP) for the industry. This will be Berkeley District representative David Goosman’s first meeting. Goosman is an avid proponent of an SUP for data centers, and the conversation on the ordinance will take place in his board debut.

The board will have a largely organizational meeting in which members will elect a chairperson and vice chair as well as handle many housekeeping duties for the new year. The board’s chair and vice chair posts will see new faces as neither of last year’s leaders are on the board this year.

Like the School Board, the commission will elect leaders for the new year and discuss a meeting schedule. Commissioners also will discuss Dominion Energy’s North Anna-Kraken Loop project, which would install a new electric transmission line through part of the county.
