Freezing temperatures, snow and rain can cause pavement to crack and crumble as moisture freezes, expands and weakens the roadway. VDOT says reports from motorists help crews locate and fix trouble spots faster, though winter repairs are often temporary cold patches until warmer weather allows permanent fixes. Drivers are also asked to slow down and give work crews space.
