Rappahannock Electric Cooperative (REC) is looking to combine offices in Fredericksburg and Bowling Green into one corporate campus in the Carmel Church area of Caroline. The planning commission will hold a public hearing on four special exception requests and one proffer amendment. REC is seeking to move into the former Atlantic Union Bank headquarters, located near the intersection of U.S. Route 1 and Rogers Clark Boulevard. There will be approximately 405 employees at this site (10% new employees). The site will be utilized to train office staff, linemen and for safety training.

City council will hold a public hearing on a potential 25-year lease with Community Power Group, LLC for a solar facility at the Cool Spring landfill. The landfill, located at 131 Cool Springs Road in Stafford, is jointly operated by Stafford County and the city, but the proposal calls for the localities to enter into separate leases for the solar sites. In March 2024, The Free Press was first to report on the potential for a solar site at the landfill.

Superintendent Jesse Boyd presented a budget with four main goals: employment investment and development; quality instruction and innovation; community collaboration, engagement and communication; and safe, secure and healthy learning environments. The division is seeking to increase its overall budget from $68.9 million in the current fiscal year to $72 million with a $1.8 million increase in local funding (from $26.3 million to $28.1 million). The division is seeking to increase salaries by an average of 5.31%. Boyd is seeking the school board’s approval of the budget before it advances to the board of supervisors.

The board has a hefty agenda on Tuesday, including deciding on the advertised tax rate for real estate and other personal property, which can’t go higher, but can go lower when a final decision is made. The school division will keep a close eye on this decision since it impacts the current $5.8 million shortfall between budgets proposed by Superintendent Clint Mitchell and County Administrator Ed Petrovich. The board is also expected to vote to require a special use permit for data centers after plenty of back and forth discussion.

The commission will hold a public hearing on the proposed Market at Austin Ridge development, which could include a variety of retail and commercial uses, such as a grocery store, convenience store with fuel sales, multiple restaurants, a child care center and office space. The proposal also envisions three other potential development options: a mini-storage warehouse, a hotel or a data center. Commissioners will also hold a hearing on a plan to build a free-standing emergency room.
