Public invited to comment on Ladysmith Road study in Caroline

The Virginia Department of Transportation, in partnership with Caroline County and the George Washington Regional Commission, has scheduled a public meeting to gather feedback on a transportation study of Route 639 (Ladysmith Road) in Caroline.

The meeting will be held 5-7 p.m. April 13 at Lewis and Clark Elementary School, 18101 Clark and York Blvd., Ruther Glen, VA 22546.

The transportation study is assessing potential safety and operational improvements along Route 639 between Green and Bulls Church roads, primarily focusing on the Interstate 95 on/off ramp approaches at Ladysmith Road intersection as part of VDOT’s Strategically Targeted Affordable Roadway Solutions program.

The purpose of the study is to develop concepts that localities, planning and transit organizations could choose to pursue through project-funding applications. The study identifies and analyzes transportation issues at the various intersections, with a focus on congestion mitigation and safety improvements.

Draft concepts are being presented for public comment before the study reports are finalized. No construction dates are scheduled.

Community input received through online surveys in Spring 2025 helped the study teams identify existing issues along the study corridor and develop recommendations for potential work.

And as part of the next phase of the study, the public is invited to comment on the proposed improvements.

Meeting materials and an online survey for the study will be available on the study project page starting April 13, and comments will be accepted through April 27.
