At a board of supervisors meeting earlier this month, Caroline Superintendent Sarah Calveric pleaded with the board to provide budget authority over several grants awarded to the school division. The board provided authority over two grants that were set to expire but only after initially declining to provide authority over any of the funds. On Tuesday, the board will consider five more grants — Standards of Quality bonus funds, a School Improvement Grant for Bowling Green Elementary, a Math Acceleration Grant, a Math Innovation Grant, and the Literacy State Development Grant. The school division’s request for budget authority over the grants does not require any local funding.

The public hearing is about a proposed text amendment to add a new use “Thrift Store” to the county’s zoning ordinance. The planning commission reviewed a petition requesting the addition at its March meeting. The petition was reviewed by the board of supervisors in April. The supervisors consented to move forward with a text amendment to add the requested use. The proposed amendment adds a definition of a thrift store and adds the use to the Rural Preservation District as a special exception use with board approval. It also adds standards for a thrift store to the section on development standards.

During the work session, Fredericksburg Police Chief Betsy Mason will brief councilors on efforts being undertaken to ensure safety along the Canal Path in the wake of multiple incidents, including assaults. Then, the body will discuss an incentive agreement for Rebkee Project Management, the group behind the planned residential redevelopment of the former Mary Washington Hospital building on Fall Hill Avenue. The $50 million project includes 242 apartment units and aims to take advantage of historic rehabilitation tax credits.

Following the joint meeting, the commissioners will convene for the first time as a body since March 11, discussing zoning changes to Small Area 8, which includes the Mayfield/Dixon Street area. Specifically, they’ll make a recommendation on whether to rezone about 33 acres to “Creative Maker District,” a classification which could entice businesses and other kinds of development.

The Spotsylvania School Board voted last week to advance a $237.2 million bond referendum to the board of supervisors. The supervisors will consider the projects included in the referendum and the amount on Tuesday. If the board denies the request for a decision on the projects and amounts to be included in the referendum, staff will not be able to meet the legal deadlines to hold a referendum in November.

Stafford County

After a long meeting last week, the supervisors have a fairly short agenda this week. The marquee item up for discussion is a proposal to begin a revenue-sharing agreement with the school division. This would mean that the supervisors would guarantee a certain percentage of local revenue would automatically go to the School Board each fiscal year, instead of the current system in which spending on education varies from year to year.

The School Board will hold a work session Tuesday and immediately follow that with a special called meeting. The agendas for both meetings are fairly short and include talk about a proposal to spend up to $500,000 to expand the track planned as part of the construction of Crow’s Nest Elementary, which is on the same campus as Brooke Point High School.
