Caroline Delegate Bobby Orrock’s bill to set minimum staffing standards for nursing homes passed one General Assembly committee and is headed to another. Orrock’s bill says nursing homes need to have enough staff to provide an average of just over 3 hours of nursing care to each resident every day.
