Incumbent Bill Howell has won the Republican primary for the Virginia House of Delegates District 28, with 62.08 percent of the vote. Mark Dudenhefer won in District 2. He received 1,593 votes (59.48 percent) to 1,085 votes (40.52 percent) for Timothy Ciampaglio.
