VACo presented its most prestigious award – The Jefferson Cup – to former Speaker of the House Bill Howell of Stafford at the 85th Annual Conference in Bath County.  The Virginia Association of Counties Facebook page says, “Thank you Speaker Howell for your service to the Commonwealth and your friendship with Counties.”
