55-year-old Culpeper woman charged with meth possession

On April 26, 2023 at approximately 6:56AM, Culpeper Police Department Officer M. Healy responded to a residence in the 400-block on S Blue Ridge Ave for a wanted person. Officer Healy located Yvonne Hope Fisher, 55, of Culpeper inside a vehicle parked outside of the residence. Fisher was taken into custody on an outstanding felony Probation Violation from the Culpeper County Sheriff’s Office.
At the time of her arrest, Fisher had a large tote bag in her possession. During the search incident to arrest, multiple suspected narcotics items and narcotic paraphernalia were located inside the tote bag. The Culpeper Police Department Street Crimes Unit responded to the scene to assist Officer Healy. The suspected narcotic items included a sandwich baggie packed with a white powder, multiple baggies of various sizes filled with an opaque crystal substance, loose powder folded in a cash bill, and suspicious pills. Preliminary testing confirmed that the crystal substance was methamphetamine, and the white powder was baking soda, a common cutting agent for the distribution of narcotics. All of the suspected narcotics, including those not preliminarily identified, were sent to the Department of Forensic Sciences for conclusive identification.
As a result of this investigation, the Culpeper Police Department has charged Fisher with one count of felony Possession with Intent to Distribute Schedule I or II. She was also served on her outstanding Probation Violation. Fisher was held without bond on both charges at the Culpeper County Jail.
“Recently our department has seen a disturbing increased presence of methamphetamine within our community,” said Culpeper Police Department Chief Chris Settle. “This investigation highlights why our officers are trained to look beyond the initial call for service.
