A public hearing will be held on applicant Caroline Center for Innovation North’s request for a special exception permit to construct a data center on a 95.4-acre parcel east of Coleman’s Mill Road along W.C. Spratt Drive within the Reedy Church Voting District. The proposed plan includes four data center buildings totaling 1.5 million square feet along with a substation on 10 acres and other accessory structures including water storage tanks, a gatehouse, and an office building. The planning commission recommended approving the project.

There’s a light agenda for Tuesday’s meeting, which could be postponed depending on weather conditions due to Winter Storm Fern. During a work session, council will discuss a potential solar lease at Cool Springs and also receive its annual update from the Economic Development Authority (EDA). Chip Boyles, the executive director of the George Washington Regional Commission (GWRC), will give a presentation on a Comprehensive Economic Development Strategy (CEDS), a “place-based, regionally driven framework that engages community leaders, leverages private sector involvement, and creates a strategic blueprint for regional collaboration.”

This meeting was rescheduled from Tuesday to Thursday. County staff drafted a resolution stating that the board of supervisors supports the continuation of qualified immunity for public officials lawfully acting within the scope of their office. A memo from the county notes that qualified immunity protects public officials from civil litigation for lawful official acts performed within the scope of their duties. The memo stressed that repealing or diminishing the protection would put the official’s personal assets at risk and make hiring public employees more difficult for the county.
