ESA, an independently owned solar energy business based in Florida, will deliver a presentation on a 24.3-acre solar project on Powhatan Road. The applicant is requesting a special exception permit for the project. County staff and the planning commission recommend approving the project if certain conditions are met, including water quality monitoring, erosion, sediment control and stormwater management plan approval prior to land disturbance, equipment standards, and emergency response training.

School board work session, Monday, 5:30 p.m.

Last month, Superintendent Clint Mitchell presented a budget proposal prepared by him and his staff. The $547.3 million FY27 budget represents an increase of $55.4 million from 2026. More than half of the increase is from the Capital Improvement Plan (CIP) and debt service. The proposal includes $425.6 million for the general fund. The division is expecting a $12 million increase in state funding.

With one new member of the board of supervisors swinging the county’s stance on data center development in the county, the planning commission is tasked with a recommendation on the requirement of a Special Use Permit (SUP) for the industry. The board of supervisors voted last month to require an SUP in areas zoned Industrial, thus ending any by-right development in the county. The board suggested melding the previously-approved design standards with the requirement of an SUP.

This meeting was rescheduled from last week and will be all-virtual. Board members will be participating electronically from various remote locations, and there will be no public comment time.

The board will vote to schedule two important public hearings. One is on selling the former site of Anne Moncure Elementary School to a developer so a high-end grocery store and other businesses can move to the property. The other is on updating the county code for the regulation of reclaimed water, which is treated but not to the extent that it’s safe for drinking. The idea is that a reclaimed system can serve data centers and other users that need water but don’t need it to be potable.
