The school division will review a decision made more than a decade ago to no longer recognize valedictorians and salutatorians at graduation. According to documents provided in the agenda packet, school officials first mentioned going to a Latin honors system in 2010 with the plan to fully end valedictorians and salutatorians with the Class of 2014. The board will review the decision after parents spoke out following the most recent Caroline High School graduation ceremony when there was no formal mention of the top two members of the Class of 2026.

Staff is bringing forward for first reading amendments to the Zoning Ordinance to address provisions relating to solar, energy storage, utilities, and power generation, storage, transmission and distribution, including uses, structures, equipment, and devices. Staff anticipates amendments to provisions within the following several articles. The purpose of these amendments is to ensure consistency in policies related to energy and utility uses, and compliance with new state legislation that becomes effective on July 1, 2026, requiring all Virginia jurisdictions to allow applications for special exceptions for solar facilities in Agricultural, Commercial, Industrial, and Institutional zoning districts.

Discussion over the division’s lackluster performance in a specific CTE metric dominated discussion at last month’s meeting, but according to documents included in the June meeting packet, a statistical error led to the reported 0% figure for “technical skills.”

The board will also discuss proposed changes to the division’s tuition policy, which currently allows the children of staff members who live outside the district to attend city schools for free and others to pay a sum of around $6,700 per year, according to a source with knowledge of the process.

The city council will consider on first read an incentive agreement for 2300 Fall Hill Partners, LLC, the group that’s redeveloping the former Mary Washington Hospital building off Fall Hill Avenue. In exchange for certain commitments — including 20% of planned apartment units being leased at no more than 80% of the area’s median income — 2300 Fall Hill will receive approximately $4.2 million in tax abatement incentives over the life of the deal.

Two weeks after Mayfield residents raised concerns about displacement related to the proposed rezoning of some Commercial Highway, Residential (R4) and Light Industrial (L1) parcels to Creative Maker (CM), the planning commission will continue its public hearing on the issue.


Advocates for residents in the historically Black neighborhood are asking for equity protections, language in the zoning and comprehensive plan amendments that prescribe how existing residents can reap the benefits of redevelopment.

The commission will conduct a public hearing on an application to rezone from General Commercial to General Agricultural. Thomas Keith Houck and Keri Raich of P & N Rentals (property owner and applicant) requested the rezoning for the purpose of a future residence of a family member.

During the first reading of a policy on public participation, Courtland District school board representative Carol Medawar expressed concern that the rewritten policy would not allow outside voices in the education field to speak. The policy only allowed parents or guardians of students, current and former students, SCPS employees and retirees, county business owners, property owners, and taxpayers to address the board during public comment. After Medawar’s remarks, however, the second reading, if adopted, permits representatives from the University of Mary Washington, Germanna Community College, the Virginia Education Association, and other similar entities to speak.

The board of supervisors will consider Gateway Commerce’s appeal petition to the planning commission’s 4-2 vote finding that the facility’s location, character, and extent are not substantially in accord with the county’s Comprehensive Plan. The board will then decide whether to overrule or not overrule the planning commission’s finding. The applicant requests a rezoning of approximately 203 acres from agricultural-2 (A-2) and agricultural-3 to industrial-1 with proffers for the development of a data center campus. The property is located on the west side of Patriot Highway (U.S. Route 1) with approximately 1,000 feet of frontage and along the south side of Hickory Ridge Road with approximately 770 feet of frontage.

Stafford County

The board’s agenda is fairly light going into summer. Members will talk about artificial intelligence policies in a work session, and, in their regular meeting, about projects that could be paid for with surplus funds from this fiscal year, which ends June 30.

The commission will hold public hearings on a solar facility proposed for 26 acres west of Interstate 95 in the Hartwood District. Commissioners also will hold a public hearing on guidelines that would apply to Dominion Energy’s proposed North Anna to Bristers transmission-line project, which the county government has opposed.
