Items on the agenda for the closed session include personnel, the superintendent’s evaluation, and “consultation with legal counsel … regarding specific legal matters.” During open session, the Board will discuss the following proposed changes to school start times: 7:30 a.m. for high school, 8:05 a.m. for middle school, and 8:55 a.m. for elementary school.

The public hearing on the Area 8 Small Area Plan is being carried over from the June 3 Planning Commission meeting. Speakers at that meeting expressed some concern about the plan, which would rezone more than 33 acres from I-1 Light Industrial, Commercial Highway, and R-4 Residential to Creative Maker, a zoning designation which permits generally more diverse uses.

County Parks and Recreation Director Chris Clarke will provide an update on the master plan for Barnesfield and Dahlgren Wayside parks. The county entered a contract with McGill Associates to develop a plan for the facilities. The parks and recreation department sought public input at the beginning and the end of the process to guide the types and locations of development in each park. Both parks have been around for more than 40 years with limited development. In 2019, the county acquired 166 acres along the northern boundary of Barnesfield Park and 3321 Roseland Road as compensation for the loss of land associated with the upgraded Harry W. Nice Memorial Bridge along U.S. Route 301 into southern Maryland. The project took approximately four acres away from the two parks and the Dahlgren Heritage Museum. After the acquisition of the new land and the construction of the bridge, the board of supervisors approved the development of a master plan as part of its Fiscal Year 2024 Capital Improvement Plan.

The supervisors have a fairly substantial agenda this week. They are scheduled to hold public hearings on the Potomac Creek Campus data center project, which has elicited concerns about a historic cemetery on the associated property. They also are slated to talk about starting the process for a referendum that would ask voters if they want the county government to begin an up-to-1% sales tax that would generate money to pay for school construction projects. And they will hold a public hearing on guidelines inspired by the North Anna to Bristers electric-transmission project.

Planning Commission meeting, Wednesday, 6 p.m.

The commission has a fairly light agenda this week, though it will hold two hearings on plans for a new fire station in the Aquia District.
